Classless delegation is typically used to describe handing off either a block of IPs for routing purposes, or a block of IPs for DNS purposes, e.g. PTR records where said block does not conform to the the more normal Class A, B, or C (/8, /16, /24) scheme. That is, many local providers here give users a much smaller block initially, like a /28, /29 or /30, hence the CIDR (classless inter-domain routing) notation.
Basically a response to the IPv4 shortage (and concomitant pricing rise).
