Windows 2000 is not a requirement for Windows 2003, and in some ways I think you will benefit from starting fresh with Windows 2003. Depending on your timeframe you may just want to head for Windows 2008 instead. The big issue in my opinion is that lack of third party material for Windows 2008, but that may not be an issue in the near future.
